Disinyalir tunjangan dewan tak dinaikkan Wali Kota GSVL, Nasdem “dikebiri” di DPRD Manado

MANADO, BERITASULUT.CO.ID – Aksi banting meja yang dilakukan Ketua Fraksi Partai Nasdem DPRD Kota Manado Frederik Tangkau usai pelaksanaan sidang paripurna membacakan susunan pimpinan dan anggota Selasa (8/10/2019) lalu, menjadi viral di media sosial (medsos) dan jadi pembicaraan publik. Atas foto yang beredar, beragam tanggapan pun diucapkan warga di medsos.

Tangkau pun meluruskannya. “Tak ada asap kalau tak ada api. Banyak juga yang tidak tahu persoalannya namun beri komentar,” ujar Tangkau membuka percakapan bersama sejumlah wartawan di salah satu tempat di Jalan Sudirman Manado, Rabu (9/10/2019) siang tadi.

Dijelaskannya, insiden tersebut terjadi karena Ketua DPRD Kota Manado Aaltje Dondokambey yang memimpin sidang tidak mengizinkan dirinya untuk memberikan pendapat saat sidang berlangsung. “Padahal itu diatur, anggota dewan punya hak bicara,” tukasnya.

Malah, ungkapnya, Dondokambey justu memberikan kesempatan kepada legislator lainnya untuk berbicara. “Ini kan tidak adil. Saat saya interupsi minta hak bicara tidak dikasih, kalau yang lain dikasih,” ujar Tangkau dengan nada kesal.

Yang lebih parah lagi, lanjutnya, saat dirinya kembali mencoba meminta waktu bicara untuk menyampaikan pesan Wali Kota Manado DR GS Vicky Lumentut (GSVL) soal Peraturan Walikota (Perwal) tentang Gaji Pokok dan Tunjangan Anggota DPRD Manado, dirinya langsung disanggah oleh sesama legislator lainnya dari Fraksi PDIP.

“Waktu itu saya ingin menyampaikan pesan dari Wali Kota yang juga Ketua DPD Nasdem Manado soal Perwal Gaji dan Tunjangan Aggota Dewan Manado. Nah karena saya mulai bicara Perwal, teman saya Hengky Kawalo langsung interupsi dan meminta pimpinan dewan melanjutkan sidang. Benar saja, ibu ketua langsung tutup sidang,” ungkap Tangkau.

Terkait dengan tindakannya yang membanting meja, dirinya meminta maaf kepada masyarakat.

Tak mendapat jatah pimpinan AKD

Hal lain yang membuat Tangkau dan Fraksi Nasdem kesal dan kecewa adalah tekait pimpinan Alat Kelengkapan Dewan (AKD). Dikatakannya, sejak awal lembaga terhormat ini dibangun atas dasar musyawarah dan mufakat untuk kepentingan bersama.

Namun pada akhirnya, pos Ketua Komisi B yang awalnya sudah disepakati diberikan kepada Fraksi Nasdem atas nama Arthur Rahasia, berpindah ke Fraksi PDIP Hengky Kawalo.

“Kami mulai curiga ketika beberap kali rapat kami Fraksi Nasdem tidak lagi dilibatkan. Padahal ‘bangunan’ sudah dibuat. Dan betul saja, ‘bangunan’ itu dirobohkan oleh mereka. Hanya pimpinan Komisi B itu satu-satunya milik Fraksi Nasdem, tidak lain. Bahkan di komisi dan AKD lainnya kami legowo berikan ke teman fraksi lain, tapi apa yang kami terima, kekecewaan. Tapi sudahlah, mau apa lagi sudah disahkan,” jelas Tangkau.

Kenaikan tunjangan dewan tidak disetujui Walikota GSVL

Wali Kota Manado GS Vicky Lumentut bersama Wakil Ketua DPRD Manado dari Fraksi Partai Nasdem Adrey Laikun.

Dan di sinilah letak alasan utama kenapa Fraksi Partai Nasdem “dikebiri” dari jatah pimpinan AKD di DPRD Manado, kendati sudah ada musyawarah dan mufakat sebelumnya dimana kader Nasdem menjadi Ketua Komisi B.

“Ketika kami pelajari, ternyata fraksi kami ‘dipangkas’ di pimpinan AKD karena Peraturan Walikota atau Perwal tentang Gaji Pokok dan Tunjangan Anggota DPRD Manado. Disinyalir karena permintaan sejumlah rekan dewan agar tunjangan dinaikkan, tidak disetujui Walikota yang notabene Ketua DPD Partai Nasdem Manado,” ujar Tangkau.

Wali Kota DR GS Vicky Lumentut (GSVL) diketahui telah mengeluarkan Perwal tersebut, yang jumlahnya disinyalir kurang disukai oleh segelintir wakil rakyat karena dianggap kecil.

“Pak Wali dan tim dari Pemkot Manado sudah konsultasi ke BPK-RI, dan merekomendasikan tidak bisa dinaikkan lagi gaji dan tunjangan dewan. Dan sejumlah oknum rekan dewan mungkin tidak setuju dengan Perwal ini, sehingga berimbas ke kami Fraksi Nasdem di DPRD,” tandas Tangkau.

Dikatakannya, kebijakan Wali Kota GSVL soal Perwal itu sudah tepat, dan anggaran lebih penting untuk kepentingan publik.

“Sekali lagi kami Fraksi Partai Nasdem setuju dengan Perwal yang dikeluarkan Walikota GSVL. Tidak menaikkan tunjangan anggota dewan sebagaimana permintaan sejumlah oknum anggota dewan, sudah tepat. Apalagi ada konsultasi BPK. Pak Wali tidak mau melanggar itu. Dan anggaran lebih baik disalurkan untuk kepentingan masyarakat, daripada menaikkan tunjangan dewan. Ini komitmen kami Fraksi Partai Nasdem,” tukas Tangkau.

Anggota Fraksi Nasdem lainnya, Yanti Kumendong, menyebutkan jika kondisi ini, justru membuat perseden buruk di mata masyarakat. Pasalnya, masyarakat akan menilai jika DPRD lebih mementingkan gaji mereka dibandingkan kebersamaan untuk menciptakan Kota Manado lebih baik.

“Selama ini selalu digaungkan bagaimana kebersamaan itu terjalin. Tapi, belum apa-apa sudah seperti ini. Saya hanya berharap, kita masih tetap bisa bersama-sama memperjuangkan aspirasi rakyat,” tutur Kumendong sebagaimana diberitakan kumparan.com.

Anggota Fraksi Nasdem lainnya yang juga Wakil Ketua DPRD Manado Adrey Laikun juga menekankan adanya kecurigaan dari beberapa anggota jika hal ini terjadi karena pengaruh keputusan terkait Perwali yang mengatur tentang gaji pokok dan tunjangan-tunjangan anggota DPRD Manado.

“Jadi, pak Walikota sudah katakan bahwa sudah tidak ada cela lagi untuk menambahkan nilai gaji dan tunjangan DPRD, karena Perwali diterbitkan sesuai kajian dari BPK. Hal ini untuk menghindari TGR,” tandas Laikun dilansir dari beritamanado.com.

Namun dia berharap ke depan DPRD bisa bekerja maksimal untuk kepentingan rakyat. “Sebagai pimpinan dewan saya ucapkan terima kasih atas keputusan yang sudah diambil, kami mendukungnya. Semoga apa yang sudah diputuskan ini untuk kepentingan rakyat dan ke depannya Manado bisa lebih baik,” pungkas Laikun.

Diketahui, komposisi Fraksi Partai Nasdem DPRD Kota Manado terdiri dari 5 politisi Partai Nasdem yakni Frederik Tangkau, Yanti Kumendong, Adrey Laikun, Arthur Rahasia, dan Franco Wangko. Ditambah 2 politisi Partai Perindo yakni Robert Tambuwun dan Revani Parasan.(DONWU)
