FGD FPGLG membahas soal Pasal 69 RUU Pesantren dan Pendidikan Keagamaan.
MANADO, BERITASULUT.CO.ID – Pasal 69 dalam Rancanan Undang-Undang (RUU) Pesantren dan Pendidikan Keagamaan, terus menuai polemik. Bahkan Persatuan Gereja-Gereja Indonesia (PGI) sudah memberikan kritik dan menyayangkan lembaga DPR-RI yang mengatur hal tersebut. Di Pasal 69 RUU tersebut mengatur tentang kegiatan Sekolah Minggu, Sekolah Alkitab, Remaja Gereja, Pemuda Gereja, dan Katekisasi.
Dan, di momen peringatan 90 tahun Sumpah Pemuda dimanfaatkan oleh Forum Pemuda GMIM Lintas Generasi (FPGLG) untuk mengkaji masalah-masalah aktual di seputar peranan dan eksistensi gerakan kepemudaan serta kontribusi para alumninya.
Difasilitasi Anggota DPD-RI Ir Marhany VP Pua selaku Ketua Pemuda GMIM tahun 1995-2005, FPGLG menggelar Focus Group Discussion (FGD) di Kantor DPD-RI Perwakilan Sulawesi Utara di Jalan TNI Tikala, Manado, Sabtu 27 Oktober 2018, yang poin utamanya membahas soal Pasal 69 RUU Pesantren dan Pendidikan Keagamaan.
Dalam pembahasannya, FPGLG menilai terdapat beberapa pasal krusial yang dikonsepkan oleh Panitia Kerja (Panja) DPR-RI menjadi polemik di kalangan masyarakat khususnya di kalangan Gereja, akibat kurang komprehensifnya naskah akademik.
FGD ini dipandu Sekretaris Komisi Pemuda Sinode GMIM 2005-2010, Franky Mocodompis SSos, yang kini dipercayakan sebagai Wakil Sekretaris Pokja Generasi Muda Komisi Pria Kaum Bapa (PKB) Sinode GMIM, menyorot bagian yang mendapat perhatian serius tidak hanya pasal 69 dan 70, tetapi juga naskah akademik yang dinilai tidak komprehensif.
Marhany Pua menyampaikan apresiasinya kepada FPGLG yang menginisiasi pembahasan kritis RUU Pesantren dan Pendidikan Keagamaan. “Selaku bagian dari keluarga besar FPGLG, saya menyambut baik kesediaan kawan-kawan sekalian untuk bermitra dalam pembahasan masalah aktual,” ujarnya.
Dikatakannya, DPD-RI adalah bagian dari mekanisme pembahasan dan penetapan RUU, baik pada tingkat pertama di badan legislasi atau pansus/panja maupun pada tingkat kedua yaitu rapat paripurna dalam bentuk pendapat mini.
“Terhadap pengkajian-pengkajian kritis sebagai bagian dari pendapat publik, sudah menjadi kewajiban kami sebagai anggota untuk memberi ruang. Tugas saya hanya memfasilitasi diskusi dan bila sudah ada hasil rekomendasi FPGLG kita dapat memperjuangkannya secara bersama-sama,” tukas Pua.
Anggota FPGLG, akademisi Unima sekaligus Staf Khusus Bupati Minahasa, Karel Nayoan menegaskan, kelemahan mendasar dari RUU ini adalah tidak komprehensifnya naskah akademik.
“Hal ini dapat kita lihat pada pasal 1 ayat 2 dan ayat 8 serta pasal 69 (ayat 1) dari RUU ini. Kegiatan Sekolah Minggu, Sekolah Alkitab, Remaja Gereja, Pemuda Gereja, Katekisasi, merupakan kegiatan pelayanan dan peribadatan, bukan pendidikan nonformal,” ujar Nayoan.
Meskipun pada bagian lain, kegiatan Sekolah Minggu dan lainnya dapat diakui sebagai Program, tetapi menempatkannya sebagai jalur pendidikan non formal, adalah kekeliruan yang sangat fatal.
“Dengan hasil seperti ini, kami patut menduga, naskah akademik RUU Inisiatif DPR ini tidak melibatkan ahli teologi dan pendidikan kristen. Oleh karenanya perlu memberi ruang untuk dilengkapi oleh stakeholders terkait,” tukas Nayoan.
Sementara itu, Sekretaris Komisi Pemuda Sinode GMIM 2000-2005, Pnt Dolfie Angkow, yang kini menjabat Ketua PKB GMIM Jemaat Musafir Kleak dan juga Ketua Pokja Generasi Muda Komisi PKB Sinode GMIM, menyoal chemistry RUU yang berpadanan dengan APBN 2019.
FGD ini dihadiri Ketua Komisi Pemuda Sinode GMIM Pnt Priscilla Tangel SKed, dan salah satu anggota Komisi Remaja Sinode GMIM Pnt Melky Nender SIP, diikuti puluhan anggota FPGLG, antara lain Staf Khusus Walikota Manado Jackried Maluenseng, Staf Khusus Bupati Minahasa Juddy Robot, Akademisi Unsrat Carlo Gerungan, Ketua FPGLG Kota Manado Novie Legi, Vian Walintukan, Fanny Kawung, Agam Manginsihi, Charles Mengga, didampingi Koordinator Pelaksana Rojers Tangkulung.
Peserta FGD menyepakati untuk menindaklanjuti hasil diskusi dengan melakukan kajian filosofis untuk memperkuat naskah akademik bersama beberapa anggota FPGLG yang memiliki kompetensi kajian hukum. Hasil-hasil kajian nantinya akan diserahkan ke Panja/Pansus di Komisi VIII DPR-RI untuk selanjutnya dikawal hingga Pembicaraan Tingkat II DPR-RI.(DONWU)
