MANADO, BERITASULUT.CO.ID – Dinas Pemberdayaan Perempuan dan Perlindungan Anak Provinsi (DP3A) Kota Manado menggelar rapat persiapan penilaian Kota Layak Anak (KLA) tahun 2019, di Rg Rapat Bapelitbangda, Kantor Walikota Jl Balaikota Tikala, Rabu (06/03/2019) pagi hingga siang tadi.
Rapat Koordinasi Teknis Gugus Tugas KLA Kota Manado ini dipimpin Asisten I bidang Pemerintahan dan Kesra Setda Kota Manado Drs Heri Saptono, didampingi Kadis P3A Esther Mamangkey SE MM dan Kepala Badan Perencanaan, Penelitan dan Pengembangan Daerah (Bapelitbangda) DR Liny Tambajong ST MSi, dihadiri sejumlah instansi terkait.
“Ada beberapa poin yang dibahas dalam rapat tadi. Tahapan yang akan kita lalui, dalam waktu dekat kita akan mengisi pertanyaan-pertanyaan yang diajukan oleh tim penilai dari pusat melalui online. Data kita sudah siap, tinggal diisi. Artinya persiapan kita sudah cukup. Usai data diisi, tinggal verifikasi lapangan dari tim penilai,” ungkap Kadis Esther Mamangkey usai rapat.
Dikatakannya, indikator penilaian KLA cukup banyak, sehingga membutuhkan sinergi antara seluruh Perangkat Daerah (PD), stakeholder, lembaga vertikal, dan lainnya yang berkenaan langsung dengan anak.
“Intinya dalam penilaian KLA ini perlu melibatkan berbagai pihak. Dan penghargaan itu bisa kita raih kembali atas kerjasama semua stakeholder. Kalau tahun lalu kita masih di kategori Pratama, tahun ini kita upayakan di kategori Madya atau bahkan bisa lompat ke Nindya,” ujarnya optimis.
KLA ini sendiri mempunyai sistem pembangunan berbasis hak anak melalui pengintegrasian komitmen dan sumber daya pemerintah, masyarakat dan dunia usaha, yang terencana secara menyeluruh dan berkelanjutan dalam kebijakan, program dan kegiatan untuk menjamin terpenuhinya hak dan perlindungan anak.
Adapun tujuan KLA yakni secara umum untuk memenuhi hak dan melindungi anak. Sedangkan secara khusus untuk membangun inisiatif pemerintahan kabupaten/kota yang mengarah pada upaya transformasi Konvensi Hak Anak (Convention on the Rights of the Child) dari kerangka hukum ke dalam definisi, strategi dan intervensi pembangunan, dalam bentuk kebijakan, program dan kegiatan pembangunan yang ditujukan untuk pemenuhan hak dan perlindungan anak (PHPA), pada suatu wilayah kabupaten/kota.(DONWU)
