Pernyataan menohok legislator Pinkan Nuah untuk Dirut PD Pasar Manado: Mulai dari portal hingga gaji 60 juta

Legislator Manado Pinkan Nuah dan Dirut PD Pasar Manado Fery Keintjem.

MANADO, BERITASULUT.CO.ID – Komisi B DPRD Kota Manado melakukan hearing atau dengar pendapat dengan Perusahan Daerah (PD) Pasar Kota Manado, yang digelar di kantor DPRD Kota Manado, Jl Balaikota Tikala, Selasa 16 Oktober 2018. Sayangnya, rapat penting tersebut berjalan tidak lancar bahkan terjadi aksi ‘walk out’ dari Direksi PD Pasar Kota Manado.

Usai hearing, Wakil Ketua Komisi B Pinkan Nuah di akun media sosial miliknya pun melontarkan kalimat menohok yang ditujukan kepada Dirut PD Pasar Fery Keintjem. Beberapa pernyataan legislator PDI Perjuangan itu sangat keras, sehingga mendapat reaksi beragam dari netizen.

Pertama yang disorotnya adalah terkait penerimaan penghargaan untuk Dirut PD Pasar yang menerima penghargaan The Most Indonesian Leadership Figure Award 2018 dari Yayasan Anugerah Prestasi Insan Jakata, dan penghargaan kategori Apresiasi Kinerja Memuaskan BUMD dan CEO BUMD oleh Seven (7) Sky Media.

“Ketika ditanya apakah indikator yang dinilai sehingga mendapatkan penghargaan di Bandung? Tepat seperti yang saya duga. Tidak pernah ada tim yang turun dan menilai apakah baik atau tidak BUMD Pasar itu. Dirut cuma jawab ‘nintau le dorang cuma da kase undangan’. Hmm ada juga penghargaan yang dikasih cuma-cuma tanpa penilain (menginngat justru BUMD PD Pasar ini yang paling banyak dapat keluhan dari masyarakat),” ujar Nuah.

Kemudian dirinya menyorot soal portal yang dibarengi dnegan kenaikan tarif parkir di Pasar Bersehati Calaca.

“Mengapa Dirut menaikan tarif parkir setinggi mall di Pasar Bersehati, Calaca. Sementara tidak ada pembangunan di pasar, tidak ada fasilitas, pasar semakin tidak nyaman dan kumuh. Mobil 5000, motor 3000. Serta ada portal di sana. Jawabnya untuk mencegah pungli dan menaikan pemasukan pasar. Nyatanya pungli masih sangat marak di pasar, so bayar di portal, di dalam masih ditagih. Bahkan karcis bisa digunakan berkali-kali oleh penagih di pasar. Bagaimna dengan kendaraan yang hanya melintas, otomatis biar nda parkir harus bayar juga. Masyarakat tentu saja banyak yang komplain. Tapi Dirut tidak bergeming, tetap pada pendirian. Meskipun mekanisme dari pembuatan kebijakan ini salah,” ujarnya.

Terkait hal itu, Nuah menyentil soal amanah Peraturan Daerah (Perda) Nomor 2 Tahun 2011 yang mengatur tentang pembayaran pajak parkir ke Pemkot Manado, disinyalir juga tidak diindahkan. “Itu sudah bukan pungli lagi tapi so korupsi kalau begitu. Penggelapan uang setoran pajak daerah,” tukas Nuah.

Hal lain yang disorotnya adalah terkait gaji karyawan yang disinyalir dibayar cicil dan ada yang tidak sesuai upah minimum provinsi (UMP). Bahkan yang paling menohok adalah Dirut PD Pasar diduga menaikkan sendiri gajinya.

“Gaji pegawai dibayar cicil-cicil sampai 2 bulsn, banyak yang tidak sesuai UMP padahal katanya pemasukan pendapatan pasar naik signifikan sejak dia menjabat. Ternyata yang beliau naikan cuma gajinya sendiri sampai 60 juta per bulan plus perjalan dinas tanpa ada SPJ (surat pertanggung jawaban). Dan tidak ada kontribusi ke daerah berupa PAD (pendapatan asli daerah),” tandas Nuah.

“Masih banyak lagi permasalahan yang belum dijawab tapi rupanya beliau lelah. Akhirnya dia walk out dari rapat dengar pendapat. Sangat disayangkan attitude pejabat seperti itu yang tidak gentle and tidak jujur,” sesal Nuah.

Tanggapan Keintjem

Dirut Pasar Kota Manado Fery Keintjem sendiri diketahui memutuskan walk out dari hearing dengan Komisi B karena pihaknya menilai pimpinan sidang tak memberikan kesempatan untuk menjelaskan.

“Sebagai mitra kerja kami menghormati dan datang memenuhi undangan dari Komisi B DPRD Kota Manado, namun kejadian di lapangan (hearing, red) kami merasa tidak diberi kesempatan untuk memberitakan klarifikasi oleh pimpinan rapat, makanya tiga kali tidak diberikan kesempatan kami pun sepakat untuk walk out,” tukas Keintjem singkat, saat melakukan walk out.(DONWU)
