Walikota Manado GS Vicky Lumentut dan Wakil Walikota Mor Dominus Bastiaan.

MANADO, BERITASULUT.CO.ID – Pemerintah Kota (Pemkot) Manado meraih predikat opini wajar tanpa pengecualian (WTP) dari Badan Pemeriksa Keuangan (BPK) RI atas pengelolaan keuangan daerah tahun anggaran 2018.

Walikota Manado GS Vicky Lumentut menerima LHP atas LKPD Pemkot Manado Tahun Anggaran 2018 dari Kepala BPK-RI Perwakilan Sulut Tangga Muliaman Purba.

Opini WTP itu diterima Walikota Manado DR GS Vicky Lumentut (GSVL) saat penyerahan Laporan Hasil Pemeriksaan (LHP) atas Laporan Keuangan Pemerintah Daerah (LKPD) Tahun Anggaran 2018 dari Kepala BPK-RI Perwakilan Sulut Tangga Muliaman Purba, Wakil Walikota Mor Dominus Bastiaan SE dan didampingi Ketua DPRD Kota Manado Noortje Van Bone, di Kantor BPK Perwakilan Sulut, Jln 17 Agustus Manado, Senin (27/05/2019).

Berdasarkan hal-hal yang menjadi pertimbangan untuk menilai kewajaran laporan keuangan, BPK Perwakilan Sulut menyatakan Kota Manado mendapatkan predikat WTP untuk LKPD Tahun Anggaran 2018.

Walikota Manado GS Vicky Lumentut dan Ketua DPRD Noortje Van Bone menandatangani berita acara penerimaan LHP atas LKPD Pemkot Manado Tahun Anggaran 2018.

Walikota Manado mengatakan predikat WTP adalah sebagai pemacu semangat untuk mempertahankan kualitas dan kinerja pelayanan publik, khususnya dalam pengelolaan keuangan.

“Tanggung jawab kita dari waktu ke waktu terus bertambah. Tapi bila ada predikat lebih tinggi lagi dari WTP, tentunya itu menjadi tantangan yang harus dicapai,” kata Walikota, sambil terus berharap agar lebih kuat lagi kedepan ‘bekerja cerdas’ guna mewujudkan akuntabilitas pengelolaan keuangan yang tidak hanya mengejar target WTP semata melainkan juga korelasi antara predikat dan kualitas.

Walikota GSVL menyampaikan terima kasih kepada jajarannya yang telah bekerja menjalankan pemerintahan, khususnya pengelolaan keuangan yang baik.

“Kita telah mempertahankan predikat WTP setelah tahun sebelumnya juga demikian. Kiranya ini terus memacu kerja kita dengan baik khususnya dalam pengelolalaan keuangan daerah,” ujarnya.

Hakekat pemberian opini merupakan pencerminan hasil penyajian atas LKPD

Kepala BPK-RI Perwakilan Sulut Tangga Muliaman Purba menjelaskan, Laporan Keuangan Pemerintah Daerah (LKPD) merupakan pelaksanaan mandat Undang-Undang Nomor 1 Tahun 2004 tentang Perbendaharaan Negara Pasal 56 yang menyatakan bahwa gubernur/bupati/walikota menyampaikan laporan keuangannya kepada BPK RI paling lambat tiga bulan setelah tahun anggaran berakhir.

Wakil Walikota Manado Mor Bastiaan dan Sekda Micler Lakat dan jajaran di sela kegiatan penerimaan LHP atas LKPD Pemkot Manado Tahun Anggaran 2018.

Untuk selanjutnya akan diperiksa oleh BPK dalam rangka memberikan pendapat/opini atas kewajaran informasi keuangan yang disajikan dalam laporan keuangan, dengan mendasarkan pada empat aspek, yaitu: Kesesuaian dengan standar akuntansi pemerintahan (SAP) dan atau prinsip-prinsip akuntansi yang ditetapkan dalam berbagai peraturan perundang­undangan; Kecukupan pengungkapan (adequate disclosure); Kepatuhan terhadap peraturan perundang-undangan; Efektivitas sistem pengendalian intern (SPI).

Purba berharap bahwa, LKPD yang disusun Pemerintah Daerah telah sesuai dengan aspek-aspek dimaksud. Sebab hakekat pemberian opini merupakan pencerminan hasil penyajian atas LKPD dalam rangka mewujudkan akuntabilitas dan transparansi atas seluruh aktivitas keuangan pemerintah daerah, serta untuk memenuhi kebutuhan informasi pihak-pihak yang berkepentingan (Stakeholders).

Opini atas Laporan Keuangan Pemerintah Daerah, ditentukan oleh pemerintah daerah itu sendiri, dalam mengelola dan mempertang-gungjawabkan anggaran dan kegiatan yang telah dilaksanakan. BPK menilai apa yang telah dilaksanakan dan disajikan dalam laporan keuangan. Pelaksanaan pemeriksaan atas LKPD 2018, telah dimulai sejak 4 April 2019.

LKPD merupakan salah satu perwujudan pertanggung-jawaban Kepala Daerah atas pelaksanaan anggaran pendapatan dan belanja daerah (APBD). LKPD terdiri atas laporan realisasi anggaran, neraca, laporan arus kas, laporan operasional, laporan perubahan ekuitas, laporan perubahan saldo anggaran lebih dan catatan atas laporan keuangan yang dilampirkan dengan laporan keuangan perusahaan daerah.

Diharapkan Pemerintah Daerah dapat senantiasa meningkatkan kualitas pengelolaan dan tanggung jawab keuangan negara guna mendorong terwujudnya tata kelola keuangan negara yang transparan dan akuntabel.

Hadir juga dalam kesempatan tersebut sejumlah pejabat dan staf Pemkot Manado, antara lain Sekda Micler CS Lakat SH MH, para Asisten, Kepala Badan Keuangan dan Aset Daerah Jonhly Tamaka SE, serta Kabag Pemhumas Drs Sonny Takumansang.(LIPSUS)
